On March 23, 2022, in Brussels, the European Commission adopted a document outlining the main areas of cooperation to meet the needs of refugees from Ukraine seeking refuge from russian aggression in European countries. A separate section is devoted to the protection of children's rights. It is worth noting that the Ministry of Social Policy provided proposals for comprehensive protection of the rights of Ukrainian children who were forced to leave the country to escape the war.
The EU Strategy on the Rights of the Child sets out comprehensive framework
actions to ensure that the needs of children are fully taken into account. In addition to the general recommendations on the transfer of persons receiving temporary protection, the Commission is preparing special standard operating procedures for unaccompanied children. They are being developed together with Member States and EU and UN agencies to ensure that children's interests take precedence.The representative of the Ministry of Social Policy aired a proposal to consider the possibility of ensuring the registration of children in the countries to which they have moved in connection with the hostilities in Ukraine. It should be noted that the document stipulates that despite the difficulties of working with a huge number of newcomers, this cannot be an obstacle to the registration of unaccompanied children. They must receive full and safe support, and a representative of the child protection service in the host country must be present as soon as possible. In the case of children divorced from the family (those arriving with adults other than their usual guardians, other legal representatives), national authorities should check the relevant documents to confirm the child's identity and, if available, parental consent. Family search programs should seek to reunite unaccompanied minors in other parts of the EU.
