Minister of Social Policy of Ukraine Maryna Lazebna said that more than 130,000 people had already registered as internally displaced persons after the imposition of martial law. At the same time, almost 1.6 million people are registered in the Unified Information Database of Internally Displaced Persons.
The Minister stressed that millions of people had actually moved within the country. But for various reasons, primarily psychological, they have not yet registered as internally displaced persons.
"I understand very well how difficult it is to tell yourself that it is not for a day or
a week, but for a little longer. But it is very important to provide information about yourself in the Unified Database of Internally Displaced Persons. This will provide an opportunity to understand the "social portrait" of displaced persons in each region, to properly assess their needs and to plan assistance. So I ask everyone who has been forced to flee their home to go and register with the community where you are now residing. At the same time, it is possible to apply for housing assistance provided by the Government to internally displaced persons," said Maryna Lazebna.The Minister of Social Policy reminded that the Government had involved additional channels for the registration of internally displaced persons. If before it was only social protection bodies at the level of districts and cities of regional importance, now a person can apply to the authorized person of the community, centers for administrative services provision (CASPs), and later - just apply online through the Diia Portal.
In order to provide IDPs with housing, the Government has decided to reimburse the local budgets of communities that shelter IDPs free of charge for the cost of appropriate utilities. Compensation will also be given to people who have sheltered displaced persons in their homes.
The Government has taken a decision to provide targeted financial assistance for the accommodation of internally displaced persons. This is 3,000 hryvnias per month for each child or person with a disability, and 2,000 hryvnias for every other person.
Assistance will be provided monthly during martial law and one month after its abolition. These benefits are not taxed, are not included in the calculation of the total family income when determining the right to other types of social benefits, and are provided in addition to other social guarantees, such as pensions, various types of social benefits, housing subsidies, etc.
