Government endorses a draft law on deregulation of doing business in Ukraine

The draft law proposes to enshrine at the legislative level the right to conduct economic activity during martial law (state of emergency) without a permit, and by submitting a declaration to the relevant authorities. It will be possible to do so, regardless of the location and place of business of the entity.

In this case, the declarations, in accordance with the law, will have equal legal

status with licenses and permits obtained under the usual procedure in peacetime.

The declaration can be submitted through the CASPs or online - through the Unified state web portal of electronic services, application or portal Action.

It is important to note that permits or licenses that expire will be automatically renewed for the duration of the martial law and for another 3 months after its end.

The post-war period also postpones the need to submit reports and notifications related to permitting procedures.

So far, 48 permits, 19 licenses and about 500 other public services for business have been transferred to Ukraine on a declarative basis.

This creates the most comfortable conditions for doing business. This will help entrepreneurs resume work that has been suspended due to hostilities, or start a new business of their own where they see fit.

A working business is the key to an efficient economy that will withstand all the burdens of wartime and respond to the many challenges facing the state.
