Starting March 1, the Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Regulations on Imposing Public Service Obligations (PSO) on Natural Gas Market Entities to Ensure Public Interests in the Process of Natural Gas Market Functioning" is in force in Ukraine.
The document was approved by the Government in connection with the military aggression of the Russian Federation against Ukraine to ensure reliable, uninterrupted and safe
supply of natural gas, security and reliability of the natural gas market of Ukraine and the UES (Unified Energy System) of Ukraine.Under the resolution, Naftogaz Trading Gas Supply Company supplies natural gas to 12 TPPs from the date of concluding the contract until April 30, 2022, inclusive, at the price of UAH 7,080 per one thousand cubic meters including VAT.
The document stipulates that the lasy chance supplier is obliged to supply natural gas to consumers who do not belong to the category of household consumers and perform vital functions to ensure the state's defense capabilities, according to a list approved by the Ministry of Energy at the request of regional military administrations or other central executive authorities in line with their powers.
According to the list of consumers, the supply of natural gas by the supplier to consumers is carried out at the price of UAH 32,000 per 1 thousand cubic meters, including VAT.
In addition, in the period from March 1 to April 30, 2022 inclusive, the business entity acting as a supplier of last chance purchases natural gas from the gas transmission system operator for the purpose of physical balancing of the gas transmission system at the recent sale price of natural gas by private Ukrainian mining companies on the commodity exchange Ukrainian Energy Exchange at the level of UAH 15,190.97 per one thousand cubic meters including VAT (auction results as of February 22, 2022).
The Decree comes into force on March 1, 2022 and is valid for six months after the termination or abolition of martial law.
