CHISINAU, MOLDOVA, July 28, 2026 / EINPresswire.com / -- The political initiative VIS – Viitor Independent și Siguranță, currently in the process of establishment and registration, presents the political program proposed by VIS and opens a consultation with citizens from the Republic of Moldova and the diaspora.

The program defines ten areas of action: economy, energy, justice and anti-corruption, diaspora, education, health, infrastructure, digitalization, agriculture and national security. The first three priorities are economic growth, safe and affordable energy, and an independent and efficient judiciary.
“The Republic of Moldova needs a country plan based on results, not just promises. We put the economy at the center of development, because wages, public services and family security depend on an economy that produces, exports and attracts investments. We invite citizens, professionals and the diaspora to contribute to improving this program”, said Adrian Dulgher, the initiator of the VIS.
Economy and Investments
The VIS proposes reducing bureaucracy for entrepreneurs, simpler and more predictable tax rules, faster procedures for registering and authorizing businesses and support for manufacturing, industrial parks, exports and innovation. The objective is to create an environment in which legal investments generate jobs and long-term value.
Secure and affordable energy
The program supports increased domestic production, investments in solar and wind energy, storage capacities, energy efficiency and interconnection with European markets. Contracts are proposed that provide more price stability, as well as the expansion of solar energy for schools, hospitals, institutions and households.
Justice and anti-corruption
VIS proposes full digitalization of files, true random allocation of cases, clearer deadlines and performance standards, whistleblower protection and specialized procedures for grand corruption and economic crimes. The goal is a fast, transparent and independent justice.
Diaspora as a development partner
The program includes a one-stop shop for the diaspora, a platform for investments and community projects, recognition of professional experience acquired abroad and reintegration programs for those who choose to return. VIS considers the diaspora a source of competence, capital and international connections, not just remittances.
Education, health and infrastructure
In education, VIS proposes a shift from excessive memorization to skills, practice, apprenticeships and stronger links between schools, universities and employers. In health, the program emphasizes prevention, early diagnosis, telemedicine, regional services and reducing waiting times. In infrastructure, the priorities are roads, railways, logistics and better connecting villages and cities.
Digital state, agriculture and security
The program provides for online accessible public services, a single digital file for citizens and businesses, cybersecurity measures and support for innovation. For the rural environment, investments in irrigation, local processing, storage and access to markets are proposed. In foreign and security policy, VIS supports a clear direction towards European integration, pragmatic dialogue with responsible partners and decisions guided by the interest of the citizens of the Republic of Moldova.
Public consultation
VIS invites entrepreneurs, farmers, teachers, doctors, young people, local administrations, experts and representatives of the diaspora to submit proposals.
