VIETNAM: SpecterAI completes its training program, giving Vietnam its first generation of certified instructors in Quantum Security.

Quantum Security Platform

VIETNAM, August 19, 2026 / EINPresswire.com / -- Just one day after the national digital signature authority urged businesses to prepare for the post-quantum era, the Vietnamese market already has the training capacity to respond to that call.

On July 22, SpecterAI completed its trainer

training program for two partners, HPT and QNet. Both teams of experts can independently deliver the Quantum-Safe Security Foundations course to their respective customer segments — including state-owned enterprises, banks, finance and insurance, and telecommunications.

At a workshop organized by the National Electronic Authentication Center (NEAC) on July 21st in Hanoi, Ms. To Thi Thu Huong – Director of NEAC – warned that “the development of quantum technology necessitates a transition to new cryptographic standards to protect data, digital identities, and electronic transactions in the future,” while also urging businesses and data centers to prepare for post-quantum cryptographic standards. By the end of June 2026, Vietnam had issued nearly 32 million digital signature certificates, equivalent to 45.62% of the adult population. This is a large digital asset that may need to be converted to new algorithms.

Also at the workshop, Mr. Hoang Nguyen Van – Deputy Director of the Vietnam Institute for Digital Transformation Innovation (VIDTI) – emphasized that organizations “cannot wait for quantum computers to appear before starting the transition.” The most worrying aspect is the complacency regarding the risks of the "Harvest now, decrypt later" strategy—that is, collecting encrypted data today, storing it, and waiting until quantum computers are powerful enough to decrypt it. Medical, financial, and banking data are considered the most vulnerable. US agencies, including CISA, NSA, and NIST, have warned of this risk since 2023, recommending a cryptographic inventory and prioritizing the conversion of critical data with a long service life.

Through its training, SpecterAI applied Mosca's inequality (X+Y>Z), a tool proposed by Michele Mosca (Global Risk Institute, Canada), to answer the most common question: When should data conversion be necessary?

"Completing the instructor training program is a significant milestone for SpecterAI," shared Dr. Huynh Vinh Phuc, President of SpecterAI APAC. "We are no longer the sole provider of quantum security knowledge. We have built a network of capable partners to independently and sustainably scale up this program."

QNet and HPT have extensive and long-standing relationships with corporate and public sector clients in Vietnam. Certified trainees will be a core force in spreading awareness about post-quantum cryptography security. The

Vietnamese quantum ecosystem is being built on multiple fronts. At the end of July, Quang Trung University signed cooperation agreements with the Open Quantum Institute (OQI, Switzerland) and Quandela (France).Quanova and Nam A Bank are collaborating to develop the Quang Trung Quantum Decoding Center.
On August 14th, the National Innovation Center (NIC) and the Ministry of Finance launched the Vietnam-Asia Quantum Conference 2026, an event scheduled for November with participation from countries such as France, Germany, Italy, Russia, China, and the United States — against the backdrop of quantum technology being identified as a national strategic technology according to Resolution 57-NQ/TW. Along with SpecterAI's instructor training program, this signals that Vietnam is building its quantum capabilities on two fronts simultaneously: quantum computing and post-quantum security.

The economic implications are quite clear. According to IBM, an average data breach costs $4.44 million — not including scenarios where years of accumulated data are decrypted at once. Conversely, early action strengthens credibility with international partners and investors, and creates real demand for the domestic quantum solution ecosystem and startups.

SpecterAI recommends that banking, finance, insurance, telecommunications, and public sector organizations participate in the Quantum Security Fundamentals Knowledge Course, and encourages policymakers to incorporate quantum security standards into the national digital transformation roadmap.

"Vietnam has the capacity and conditions to not only protect itself against quantum risks, but also to become a provider of high-quality quantum security solutions and human resources for the entire ASEAN region," said Dr. Phuc. "This is a journey that requires businesses, startups, and governments to work together." About SpecterAI
