The Ministry of Foreign Affairs, through Mexico's network of 53 consulates
in the United States and under the direction of Foreign Secretary Juan Ramón de la Fuente, continues to provide robust consular protection in legal matters as part of the Assistance Program for Mexicans in the United States (PAMEX).Legal consultations are a key part of defending and protecting the Mexican community abroad. To reach the greatest number of people, the Ministry offers various programs including legal consultations under the Legal Assistance Program (PALE).
These legal consultations are ongoing services provided by the consular network, which brings together resources from university legal clinics, law firms, and civil society organizations. In coordination with consulates, they conduct preventive activities to inform the Mexican community about their rights and how to assert them, while offering guidance on immigration, criminal, civil, labor, human rights, and family law.
The most common inquiries include assessments for potential immigration relief options, advice on detention or deportation procedures, and guidance regarding human rights violations.
From January 2025 to date, the protection departments of Mexico's consular network in the U.S. have assisted 42,525 people. Through strong partnerships between consulates and strategic allies, 4,672 legal consultations were provided during this period. The consulates also organized more than 4,000 information and preventive protection events.
As part of the consular protection efforts, a Legal Consultations Week was held from March 3-7, under the motto "Know and Assert Your Rights," with both in-person and virtual events.
The week featured 754 in-person and remote events, conducted on social media, radio, and television, reaching approximately 800,000 participants. Activities included informational segments, presentations by partner organizations and authorities, and workshops on key U.S. constitutional rights, proper responses during interactions with authorities or detention situations, among other essential topics.
This initiative advances the PALE program and strengthens the collaboration between the consular network and legal experts in immigration, criminal, civil, labor, human rights, and family law.
The Ministry of Foreign Affairs reiterates its commitment to defending and protecting the rights and wellbeing of Mexicans in the United States.
