‎DZME PARTNERS POINTS TO SEN. WIN GATCHALIAN'S INTERVIEW WITH HIS COMMITTEE CHAIRMANSHIPS AND DEPARTMENT OF ENERGY‎

Q: Sen. Win good morning.

‎SEN. WIN: Good morning George, good morning to our listeners, good morning.‎

‎Q: Is it right that we hear that you will lead the Basic Education Committee on the Ways and Means Committee when there is a Zubiri presidency in the Senate?‎

‎SEN. WIN: Yes, first of all I congratulate my friend Senator Zubiri as he will be our next Senate president. And I congratulate him. We have discussed that we will be appointed as chairman of the Basic Education Committee, that is my current committee and we will

also be appointed as chairman of the Ways and Means Committee. So we're two committees, that's the plan. You know our start of the session is July 26 so far until July 26 that change, it's a plan, it's plans and we've agreed but as long as that doesn't happen there's a possibility of change.‎

‎Q: You've mentioned you as chairman of Ways and Means, these two years have been a huge burden for us and it's one of the problems now that the incoming administration has about how we pay off debts, how to fund. Have you ever seen anything that could be scrutinized in our budget here in the incoming administration?‎

‎SEN. WIN: Our view of that is that we shouldn't raise taxes as long as there's corruption going on in our administration. I know a lot of our small businessmen are being hated by some of the unscrupulous or unscrupulous civil servants. For example, I don't think we're going to have BIR officials harassing or what they're doing and what they're doing and asking for money to go down. We also know that smuggling has been huge in our country until now. Yesterday we approved a resolution stating that there is smuggling in agricultural products in our country. So my view is that, I know the government's collection is important but before we talk about raising taxes or raising charges we should first fix the corruption that is happening. Because if we can't fix that it's just going to benefit the corrupt officials because as we raise taxes, they're raising their fake assessments.‎

‎Q: Right now we literally just add something they've stolen or they're going to screw up.‎

‎SEN. WIN: Korek. That's right. That's a really good example of that and I'm because we have a lot of business friends and that's exactly what they're experiencing. Unfortunately for me, that's the first thing we're going to put in place to fight this corruption.‎

‎Q: This is a matter of time since the 1990s, when it became part of the cultural tradition. It has become part of the bureaucracy system.‎

‎SEN. WIN: Yes you're right there are a lot of politicians, we hear a lot but my view is that the fight is going to be there, we can't say that because that's a long time ago. That's just a matter of time immunity, it's just like traffic. You're right about corruption but we can't stop and we can't stop it, we should keep fighting until the system is fixed. One of the things I see here should be paying taxes easily. Firstly it's hard to pay taxes, you're going to go. It's easier to bet on e-mail than to pay taxes.‎

‎Q: It's not so intentional to torture the system to get these entrepreneurs you already know... Just go under the table.‎

‎SEN. WIN: That's what we're looking at George and Willie when taxes are fast and not difficult. And that's one of the things we're going to look at but we're still going to find a source of income for our government because it's also important that we have enough revenue to make meaningful projects.‎

‎Q: I go with the hope and wishes of outgoing President Duterte to digitize all forms of payment.‎

‎SEN. WIN: I've been pushing him for a long time, I've filed a bill about 3 years ago that this bill says the government should be paperless, I said by 2022. That means all government digital transactions. I said it was too easy. like now you bet on e-cash all g-cash. I've got a good time now G-cash. Why are we getting a license, a passport we're going to go there, don't we make it digital? I've experienced in other countries, my friends who are in America, when they get a driver's license they're going to get a driver's license, they're going to have to go to the government office and line up. That's the problem as long as you're getting a fixer. And when you have a fixer you know what's going on.‎

‎Q: Part of your chairmanship, the chairman of education, how do you work with VP Sara?‎

‎SEN. WIN: It's great because VP Sara and I have been together since we've been mayor and we've had a lot of projects or programs that we've been partners with. Especially since 2008, we have a partnership project. My first thing to do is give VP Sara a briefing on my views on our educational problems. I'll start with face-to-face. Let's be clear, we're the only country that hasn't had face-to-face classes around the world. We really need to go back to face-to-face. And secondly, we've got a lot of people who are going to have to do that because K to 12 has been a lot harder for many and we've got to fix that.‎

‎Q: Senator how do you rate this outgoing administration? And what do we expect from the incoming administration?‎

‎SEN. WIN: My rating on President Duterte I give, for me, is about 9 out of 10 no. As I go around the country I have a real hope that it's important to be in town, it's a quiet or peace and order. Just one day when I went home to Valenzuela, our members and I were told that they had really appreciated that the drug had been reduced. It's not lost, we're really admitting that we haven't lost the drugs. But the reduction in the number of people who have been convicted of a crime rate has been very high. And we'll also see in statistics almost 50% decreased. And it's important to our ordinary citizens because those who live in the village don't feel like they're being robbed of cellphones. But our ordinary people who were travelling and walking at night, they saw a huge reduction. And that's a big deal, it's not perfect for the administration because it hits the academy and so on, but I think in the lives of an ordinary countrymen, it's a huge thing.‎

‎Q: President Duterte's attitude recently said it would take less than six years to fulfill the project.‎

‎SEN. WIN: Well, it's not willie, George. I've been in the nine years since I've been in the nine years, because the human problem is not lost. Here's what I see as our population grows. And as the problem becomes more complicated the situation becomes complicated. I give you a very specific example, for example the classroom situation we have in our public school, time immemorial saying, it's true that there's a growing number of students. And as student demand increases, demand increases and demand increases, we need more funding. And here's the problem because the different departments are fighting when it comes to funding, it's also necessary for agriculture, infrastructure needs, so the situation becomes conflicated. We're really committed to being one of the fastest growing populations and that's what we're getting, we need more funding so we can meet the needs of the large population.‎

‎Q: Do you think Senator can we give the Chief Executive a chance to give us a re-election? As in America there is a chance that a one will be re-elected. (After 4 years) eh because vice-President down everyone has a chance to get back or stay. Do you think it's high time too that we give the Chief Executive a chance?‎

‎SEN. WIN: I'm open-minded about George and Willie. I'm open-minded about America 4 years plus 4 years. But I'm not convinced, I'm not convinced because I've noticed here, the campaign is almost a year away, maybe it's going to happen when it comes to the third year of campaigning for president, not getting a job. That's what happens in the local eh, I'm local I'm convinced I'm convinced I'm in the local area, it's 3 years in the local short.‎

‎Q: Locally after the election campaign eh.‎

‎SEN. WIN: Yes, that's what's going on in the local area, your first year of school, your second year working, your third year campaign. So it's only a year's work, so that's a staggering downside of re-election. The beauty of the 6-year-old, there is no re-election that the president is running for. His work is just a job and he can make a decision that's not popular because if you're going to re-engage your decision is just as popular, it's not all popular.‎

‎Q: You used to hold the Committee on Energy right? What does Marcoleta look like that in the Dept. of Energy?‎

‎SEN. WIN: I've heard a lot of names, I hear a lot of names and I've heard Cong. Dan Marcoleta one of the names. I can say that because I was with Cong. Dan in the campaign when we were at UniTeam, Cong. Dan. We're talking about energy and you know we're 90 days together and we talk a lot and really his focus is to lower electricity prices. That's what we need too. And I said we've got a lot of laws being implemented now that just need to be implemented right to lower electricity prices. And we have a lot of power given to the DOE to really lower electricity prices. It's not just that the last leadership has done so well that if Cong. Dan is so good that he knows that, I don't think it's a political thing, it's not a big deal.‎

‎Q: Did you have any idea how he would do that?‎

‎SEN. WIN: Yes he has ideas one of those he's seen as a bit technical bidding eh should be real bidding. It's because of the electricity supply that's bidding. Necessary.‎

‎Q: Comprehensive selection process. But one of Cong Dante's solutions is that Cong Dante eh's solution is simple, I'll shut you down if you don't comply.‎

‎SEN. WIN: That's right, you know, but what we need is political will. It's not a friend of this business, because there are a lot of secretaries who are not popular. I think it's right because a secretary's job is to make a decision that's not even popular.‎

‎Q: Cong. Dante says you're a crazy grandkid, I've got a track record of that I've shut down a company you might think.‎

‎SEN. WIN: Well, it's a different situation but it's like there's a political will.‎

‎Q: He has a formula, not just a naré. He's a good puncher?‎

‎Q: That's right if Sen. Sherwin really does something like this if they're just doing their duty to the Senate and Congress to blame what abusive businessmen in the country are doing?‎

‎SEN. WIN: What the administration also needs to be able to say is that many of the decisions are not popular but necessary. And especially in these crises we need to make a difficult decision for the lockdown, it's hard but by 2020 we know we don't have a vaccine so we don't have any other solution but to lockdown so we need people who are scrambling, have a heartbeat to make decisions that will benefit our country.‎
